placed on the pipe line.
I myself do not know what to make
of it just yet, but if anyone would
care to take a gander so that I and
others may understand, please do.

ANYONE think they can explain
this notice? And what do you
think the word "Substantial" with
the quotation marks on the notice
itself...mean??
